Starlink Now Offers $15 Internet Plan for Low-Income Residents

SpaceX has launched a new $15-per-month Starlink internet plan in New York State. The move comes in response to the Affordable Broadband Act (ABA), which requires internet service providers to offer low-cost plans to low-income households.

What’s Included in the $15 Plan?

  • Speed: 25Mbps download speed
  • Who Can Apply: New York residents enrolled in programs like Medicaid, SNAP, or the National School Lunch Program

    • Order the Starlink Residential Lite plan at Starlink.com
    • Submit a support ticket with proof of eligibility to switch to the $15 plan
  • Equipment Cost: $349 for the Starlink satellite dish (one-time payment)
  • Availability: Only available within New York State

This new plan is much cheaper than Starlink’s regular options. For example, the Residential Lite plan normally costs $80/month, while the standard plan costs $120/month and offers speeds up to 130Mbps.

Why This Plan Exists

The Affordable Broadband Act, effective in 2025, requires all ISPs in New York to:

  • Offer $15/month plans with at least 25Mbps download speed
  • Or offer $20/month plans with 200Mbps or more

SpaceX originally tried to avoid complying, claiming the law would cut Starlink’s revenue by over 87%. They argued the company had too few customers in New York to justify the price drop. However, SpaceX later decided to follow the law and offer the discounted plan.

How It Compares

Despite the limitations, the $15 plan gives low-income households in rural or underserved areas a chance to get reliable satellite internet—something many have never had access to.

Industry Reactions

While SpaceX decided to comply, other companies reacted differently:

  • Windstream also asked for an exemption
  • AT&T shut down its 5G home internet in New York, saying the prices made it impossible to invest in the market

Starlink’s $15 internet plan is now available for qualifying low-income residents in New York. It offers slower speeds but meets the requirements of the Affordable Broadband Act. While users must pay for the satellite dish upfront, the lower monthly fee could provide long-term savings for those in need.
